Cool Edit Pro was bought by Adobe and is now called Audition. It is probably the best wave editor that you can find for the PC. I have used it for multi-tracking and it does work very well, but it is not my favorite. Pro Tools is way too expensive and the LE version (without the hardware) sucks.
